The Commissioning Manager will work under the direction of the VP, Testing & Commissioning. They will work closely with the Execution Project Manager while on site. The Commissioning Manager is responsible for all aspects of plant commissioning, including equipment and system inspection and checkout, overseeing daily commissioning activities, reviewing start-up schedules, and communicating with the Execution Project Manager, senior management, and our construction partners. They will assume direct ownership for all components and systems integrity and work with Commissioning Engineers from various departments to complete contractual requirements with the highest degree of safety and quality. They will work with the Execution Project Manager and assist in assembling the turn over package for Operations.

Responsibilities:

  • Responsible to prepare RWE Commissioning philosophy, plan, schedule, standards, and procedures.
  • Develop and refine methodologies, tools, and standards for an evolving commissioning practice.
  • Responsible for staying current in relevant industry developments and technology advancements.
  • Review of project looking for potential issues and appropriate contingency planning.
  • Work with the Execution Project Manager or their designee to jointly develop the punchlist prior to release of the system/equipment to Commissioning.
  • Review engineering drawings and specifications to ensure adequate provisions have been made for precommissioning and commissioning functions.
  • Review designs, equipment submittals, O&M manuals, start-up reports, checklists, and training programs for overall compliance with the Owner's requirements and commissioning plans.
  • Provide initial commissioning plan, as well as coordinate precommissioning activities (including factory acceptance tests).
  • Participate in factory witness testing as applicable.
  • Responsible for overseeing day-to-day commissioning activities with our contractor partners who have prime responsibility.
  • Serve as the lead interface between construction, commissioning, and operations, minimizing conflicts and maximizing cooperation during construction completion, commissioning, and performance testing phases. Position requires a thorough understanding of construction safety, plant operation, budgets, schedules, testing, electrical systems, local utility interfaces, PLC and control systems, and renewable plant operation.
  • Execute Commissioning Procedures directing a Commissioning Team consisting of commissioning engineers, technicians, Operations personnel, other contractors, and vendor support personnel.
  • Provide management and leadership to the start-up/testing and commissioning program from initial plan development, construction turnover, testing, start-up, commissioning, and turnover to operations for the defined project scope.
  • Oversee the inspection process during commissioning to ensure work is delivered in a timely manner, meeting all customer expectations and specifications.
  • Performs detailed system quality control inspections for completeness of installation vs. install manuals, engineering specifications and drawings and maintain detailed punchlist.
  • Resolve site commissioning issues and concerns that the customer may have.
  • Monitor plant operations and provide guidance to Operations team as necessary.
  • Troubleshoot and resolve plant operational difficulties.
  • Shift work may be required to properly and efficiently execute the Commissioning Plan.
  • Report to the Execution Project Manager on issues regarding commissioning, start-up schedule, and progress.
  • Coordinate between all parties involved with commissioning through daily team meetings and weekly status meetings.
  • Ensure that an organized documentation filing structure for all commissioning reports and documents is in place before starting testing and being maintained daily.
  • Identify issues to senior leadership team, as required, to ensure the success of the project.
  • Ensure that technical deviations are reported with a corresponding non-conformance report (NCR).
  • Will direct or assist in developing Project Manpower Estimates and System Commissioning Schedules.
  • Ensure all commissioning resources are being utilized in a cost effective manner.
  • Develop vendor call-out requirements and schedule for specialized vendor supplied equipment and overall vendor coordination.
  • Coordinate with the Performance Engineering team on Performance Testing and Substantial Completion timing.
  • Coordinate the energization of circuits, as well as startup, shutdown, and curtailment.
  • Prepare action plans to address gaps in the commissioning schedule/plan.
  • Coordinate and supervise RWE Operations personnel and vendor service representatives engaged in start-up, commissioning, and performance test activities.
  • Coordinate Commissioning Craft Labor needs with site construction management and/or construction partners.
  • Manage commissioning site visits, evaluation of new and existing systems, witness of equipment start-up, direction, and performance of testing.
  • Ensure projects are in compliance with applicable NERC reliability standards while adhering to Critical Infrastructure Protection (CIP) cyber and physical security measures at NERC registered plants. This includes monitoring vendor transient cyber assets (TCA) and removable media and controlling it per RWE compliance procedures.
  • Support the Grid Testing team to fulfill MOD-25, 26, and 27 testing requirements (or ERCOT Checklist 1, 2, & 3).
  • Supports warranty requests for completed project sites.
  • Prepare systems for final inspection and handover to Operations Team after commissioning procedures are complete.
  • Organizes construction documents (IFC, redlines, and as-builts), testing & commissioning documents, and OEM documentation for turnover to Operations, in coordination with Project Controls. File into appropriate document management system.
  • Ensure that daily logs of operation, maintenance, and safety activities, including test results, instrument readings, and details of equipment malfunctions and maintenance work are maintained and archived.
  • Track, review, and approve of all Startup Lessons Learned, Non-Compliance Reports, punchlist items, and Best Practices.
  • Preparation of the Commissioning and Start-Up Closeout Report.
  • Revise the procedures for commissioning. Adjust procedures, through the approved change process, to maximize results from commissioning efforts.
  • Preparation of lessons learned reports and provide feedback to the Engineering teams.
  • Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds.
  • Exceptional written and oral communication.
  • Comfortable with giving directions to others .
  • Experience with MS Windows and Office 365 applications.


Qualifications:

  • Minimum 5years' Renewables Commissioning, Start-Up and/or Operations experience, particularly Commissioning and Start-up experience of large capital projects, multi-discipline leadership
  • Degree in engineering or relevant experience in the renewables industry. Equivalent industry certifications (NETA & IEEE, especially) and experience will be considered.
  • Able to spend extended times on your feet, walking site
  • Ability to tolerate extreme temperatures
  • Able to carry up to 50 lbs
  • Ability to work off hours or night shifts

Pay range: The annual base salary range for this position in California or New York is $107,000 - $160,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate's education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
